Layers that are DRAWN onto a position on a page do NOT float like tables can.

How are tables and layers different? Change the size of your browser and notice the difference between the tables and layers below

This table is center aligned and will move to the center of the browser screen.

This text is in a layer that has been inserted into a table cell. Note that it is scrollable and the layer can also float with the table cell when the browser window has been resized.

The trick to making this layer float with a table is to place your cursor inside the table cell of your choice, correctly align the cell hroizontally and vertically and then to insert the layer, go to Insert>Layout Objects>Layer. DON'T draw a layer inside the table cell - this will not float with the cell. You'll need to name, resize and format the layer as needed by selecting the layer and going to the CSS panel and click on the pencil which is the Edit tool.
